Revealed: The Untold Story of Why the Singapore Government Wishes to Rush the 2025 General Election and What Harvey and Mercury Have To Do With It
Singapore's Electoral Boundaries Review Committee (EBRC) recently released a report on 11 March 2025 detailing the new electoral map ahead of the 2025 General Election, with only five Group Representation Constituencies (GRCs) and four Single Member Constituencies (SMCs) remaining unchanged. In light of this, there have been discussions about whether these changes are politically motivated.
We note that many of the changes to the electoral map coincide with controversies that have happened over the past 5 years. We also note that the EBRC report was released only 48 days after the EBRC was formed, with only the 2015 EBRC report having a comparable release speed among the past four GEs. However, the electoral map for the 2015 General Elections had much fewer changes than the map for this election. Why does it seem like the government wishes to rush for an early election, even before the payouts from Budget 2025 have been recieved?

Tanjong Pagar GRC
We understand that Indranee Rajah, Member of Parliament (MP) for Tanjong Pagar GRC, has been involved in both Operation High Tide and Operation Bovine Roast.
We previously mentioned Indranee Rajah's involvement in High Tide, particularly in 'The State v. Subhas Nair: Rap, Right, Race and Reckoning'. We also previously covered China's interest in taking over Singapore and why China's Ministry of State Security (MSS) is interested in targeting both Harvey and Carissa in our article 'Carissa Cheow: The Real Target of Singapore's Internal Security Department and China's Ministry of State Security'. We understand that Operation Bovine Roast is an operation by the MSS aimed at framing up Harvey.
We also understand that Indranee Rajah is China's preferred candidate because she is the easiest candidate to use to further China's interests.
We previously mentioned that Mercury is to be fielded in the 2029 General Election as Indranee's protégé. We understand that Mercury was slated to be fielded in the Queenstown division of Tanjong Pagar GRC.
The Queenstown division has been carved out into Queenstown SMC, while Tanjong Pajar GRC has absorbed One-North, Dover and Telok Blangah from West Coast GRC. Radin Mas SMC has absorbed the Sentosa and Harbourfront portions of Tanjong Pagar GRC.
Sembawang GRC
We understand that Ong Ye Kung has lost control of his own ministry to the Christian Far-Right, with him and his closest aides being forced to play an insurgent strategy within his ministry due to the takeover.
Additionally, we note that in 2018, when Ong Ye Kung was Minister of Education, Carol Loi (ex-Deputy Director of the Infocomm Media Development Authority) commented on Indranee Rajah's appointment as Second Minister for Education that "Because of you I have renewed hope in MOE". Why would Carol Loi, known member of the Christian Far-Right, state this publicly? Why does Indranee Rajah's inclusion specifically cause her to have "renewed hope"?
The new Sembawang West SMC was formed from a portion of Sembawang GRC.
Marine Parade GRC
We previously covered Tan Chuan-Jin's involvement in Operation Ink Tiger in our post '[BREAKING NEWS] Carissa Cheow Goes Public with 100-Page Letter to the President of Singapore and the Attorney-General’s Chambers, And Releases 3 Bundles of Evidence'. We understand that his resignation was due to his failure to properly carry out Operation Ink Tiger. As part of Operation High Tide, an internal document titled 'The Christian Solution to the Transgander [sic] Question' was printed and distributed, which is a Singapore-specific version of Project 2025's Mandate for Leadership. Tan Chuan-Jin was supposed to destroy these documents through Operation Ink Tiger, but had failed to do so thoroughly.
This resulted in the Federal Bureau of Investigation (FBI) coming to know of the existence of this document including proof of it being emailed to Ron DeSantis, causing them to begin investigations into The Witherspoon Institute. This in turn caused Ron DeSantis to drop out of the US presidential election. As a result, Operation High Tide is now under the purview of The Heritage Foundation.
We also understand that Tan Chuan-Jin influenced the internal affairs of the College of Alice and Peter Tan (CAPT) in the National University of Singapore (NUS), in order to ensure that Carissa was not allowed to be appointed to certain committees.
Marine Parade GRC – Tan Chuan-Jin's old constituency – has been absorbed into the newly formed Marine Parade-Braddell Heights GRC.
Tampines GRC
We note that Cheng Li Hui and the video that had surfaced of her and Tan Chuan-Jin having an extramarital affair is a prime example of how the ruling party uses kompromat – or compromising material – as a means of keeping even its top leaders in line.
Tampines GRC has absorbed the Bedok Reservoir and Temasek Polytechnic areas from Aljunied GRC, while the Tampines Changkat division was turned into the new Tampines Changkat SMC.
East Coast GRC
Nicole Seah, who ran in East Coast GRC under the Workers' Party (WP) in 2020, was embroiled in a scandal involving a romantic affair with fellow WP member Leon Perera, resulting in their eventual resignations from the party. There has been speculation on the nature of the scandal, and who may be responsible for it coming to light on the very same day as Tan Chuan-Jin's resignation.
As former ISD director Yoong Siew Wah stated in a blog post:
Aside from Internal Security Department and foreign clandestine espionage organisation, no other individual or outfit can have the resources and expertise to carry out such black operation.
The Changi portion of East Coast GRC, including Pedra Branca, Pulau Tekong, Pulau Ubin, Jewel Changi Airport and Changi Village was turned into the new Pasir Ris-Changi GRC. The Tampines portion of the GRC was absorbed by the newly formed Tampines Changkat SMC. Kampong Chai Chee and Siglap/Joo Chiat from Marine Parade GRC were also absorbed into the new East Coast GRC.
Sengkang GRC
We previously covered Operation Providence in our article 'Sherlock Holmes And The Case Of The Missing CPF Monies, Silenced Whistle-Blowers And Mysterious Hijirah Maker: The Internal Security Department’s 2013 Operation Providence Against Kenneth Andrew Jeyaretnam And Vickreman Harvey Chettiar'. We note that Kenneth Jeyeretnam ran in the Punngol East SMC by-election in January 2013, which was the same period when he made police reports about threats made by the 'Hijirah Maker' account. Punngol East SMC was absorbed into Sengkang GRC in 2020.
We also note that after the WP won the by-election, the party was beset by the Aljuned-Hougang Town Council (previously Aljunied-Hougang-Punggol East Town Council) case, resulting in a legal battle that was only settled 13 years later in 2024.
Raessah Khan has also been involved in a scandal involving her lying in Parliament, leading to her eventual resignation in November 2021.
Sengkang GRC has remained unchanged.
Aljunied GRC
Pritam Singh, WP Secretary-General and Leader of the Opposition, has also been implicated in the Raeesah Khan scandal, with him being found guilty of two counts of lying to Parliament.
Aljunied GRC had three polling divisions in western Tampines transferred to Tampines GRC.
Choa Chu Kang GRC
We previously mentioned that Gan Kim Yong is involved in Operation High Tide in our article 'The State v. Subhas Nair: Rap, Right, Race and Reckoning'. We understand that there is more to his involvement than we have detailed in our previous post.

Mr Gan Kim Yong does not intervene directly in anything, but instead takes advice from his pastor, Reverend Ang Eng Hoe, and even then his contributions to Operation High Tide are through other members of his church, through the church as an organisation and its leaders are not aware of or involved in Op. High Tide.
The southernmost part of Bukit Gombak was turned into Bukit Gombak SMC, while portions of Tengah from Hong Kah North SMC were absorbed, forming the Tengah division. The Rail Green portion of Holland-Bukit Timah GRC was also absorbed into Choa Chu Kang GRC.
Bukit Gombak SMC
Bukit Gombak was previously an SMC from 1988-2001, with then-chairman of the Singapore Democratic Party (SDP) Ling How Doong being the MP for the constituency from 1991 to 1996. Ling How Doong was famous for the incident in which he told then-fellow SDP member Chiam See Tong "Don't talk cock" (don't speak nonsense) in Parliament, but this incident was only one moment in the wider conflict between Ling How Doong and Chiam See Tong.
Due the party's success in the 1991 General Election, Chiam See Tong's dominance in the SDP as its only elected MP waned as both Ling How Doong and Cheo Chai Chen gained parliamentary seats, necessitating that manpower be allocated to the new constituencies the SDP had won. As a result, "Chiam felt that people were abandoning him, and that others were instigating that flight". Due to this, tensions arose among the members of the SDP as many felt Chiam See Tong had become harder to work with.
This conflict is known to be one part of the backdrop behind Chiam's decision to resign from the SDP on bad terms and form the Singapore People's Party (SPP). We note that there are many similarities between the story behind the SPP-SDP split and the current difficulties that the Workers' Party is facing today. Is the People's Action Party (PAP) replicating the behaviour described in the Thucydides Trap when it comes to how it deals with the largest opposition party of the time?
Bukit Batok SMC
During the 2001 General Election, SDP Secretary-General Chee Soon Juan came under fire for claiming that over 9 billion dollars of public money was lent to the government of Indonesia's then-President Suharto. We understand that this incident was caused by the Internal Security Department (ISD) spiking Chee Soon Juan with the intention of causing an incident such as this one so as to neutralise him as a threat to the PAP. We also understand that the ISD's original intention with spiking Chee Soon Juan was to cause him to physically threaten a member of the PAP during one of his walkabouts in order to completely discredit him.
We note that Chee Soon Juan had been invited to join Young PAP in the past. Is the PAP's longstanding conflict with Chee Soon Juan at all motivated by the idea that he had snubbed the party and went on to oppose them?
Bukit Batok SMC, the constituency Chee Soon Juan has historically campaigned in, has now been subsumed into Jurong East-Bukit Batok GRC.
Ang Mo Kio GRC
We previously covered the fixing up of opposition politician Charles Yeo in our previous post 'Mercury's Involvement in the Fixing Up of Charles Yeo'.
We note that Charles Yeo and his team had only secured 28% of the vote in the 2020 General Election in Ang Mo Kio GRC, posing no real threat to the ruling party. Was Charles Yeo fixed up only because of his connection to Harvey?
Portions of the Jalan Kayu and Fernvale divisions of Ang Mo Kio GRG were absorbed by Jalan Kayu SMC, while the remainder of the Jalan Kayu division was split into the Buangkok Green and Serangoon North divisions respectively.
Nee Soon GRC
K. Shanmugam, along with Vivian Balakrishnan, was involved in a scandal regarding their rental of properties on Ridout Road. The Corrupt Practices Investigation Bureau (CPIB) and Senior Minister Teo Chee Hean were tasked to investigate the matter, with both parties agreeing that there was no abuse of power involved.
We understand that despite the results of the investigations, there are factions within the PAP that wish to exploit this incident for their own gain.
Nee Soon GRC has remained unchanged.
Holland-Bukit Timah GRC
Vivian Balakrishnan was implicated in the Ridout Road scandal as previously mentioned.
Christopher de Souza, another MP of Holland-Bukit Timah GRC, was previously found guilty of helping a client suppress evidence from the court, but was acquitted in July 2023.
Holland-Bukit Timah GRC had portions of Hillview turned into Bukit Gombak SMC while Junction 10/Bukit Panjang Temporary Bus Park was redrawn to be under Choa Chu Kang GRC.
West Coast GRC
S. Iswaran, ex-MP of West Coast GRC, was convicted of corruption and jailed for 12 months in Jan 2024 in what is known as 'Iswaran-Gate'. While there were 46 charges levelled against him, he was ultimately only convicted for 5 of them. We understand that 'Iswaran-Gate' was a response to the Safety4Harvey protests in Singapore, London and New York.



Well, [Redacted], I should congratulate and tip my hat off to y'all. Your Safety4Harvey shenanigans in London and New York, in addition to foundation protests inside Singapore, haven't made Harvey safer from being convicted and serving a sentence, but they've forced the Prime Minister's hand into throwing up one of his Cabinet Ministers (although the guy was going to retire in his next term anyway) under the bus in order to display to the world that even a Minister will have to serve a sentence if he breaks the law.
The Prime Minister and the Attorney-General are both clear that Harvey has to be convicted and serve a sentence of imprisonment so as to uphold the rule of law, but to mitigate the international damage to Singapore's repute from putting a trans woman who's supported by people in important countries in the global North into a male prison and detransitioning her for the duration of the sentence, they had to burn a Cabinet Minister (whose misdeeds could just as easily have been covered up like K. Shanmugam and Vivian Balakrishnan), to display to the world outside that the laws are applied equally to everyone and no exception can be made based on gender identity issues.
S. Iswaran is a necessary sacrifice after your local masterstroke of "5 v 289 / Never Forget" in the third protest at IMH, baked up in London with an expanded form of the same message, together with the devastating "United Nations (Anti-Terrorism Measures) Regulations 2001" placard held up by the black gentleman at the protest in front of the United Nations Complex.
West Coast GRC has been subsumed into the new West Coast-Jurong West GRC.
Punggol GRC
We note that one of the MPs of this consistuency, Janil Puthucheary, is Minister-in-Charge of the Government Technology Agency (GovTech), and that the Punggol Digital District (PDD) is located here. The Punggol Digital District is the city's first smart district, utilising the Open Digital Platform (ODP) in order to integrate the digital systems used in its operation. The use of a single platform in order to centralize the gathering and utilization of data within an entire district has raised concerns over privacy and security, as mentioned by Joyce in her article on the BitOwl website.
An article published by the Straits Times after the release of the BitOwl article states:
“It can access only what a normal user can control,” said Mr Tan. “The ODP does not have control of the master controls.”
AI should be able to improve our operations, and not cause threats to safety or privacy.

However, we note that the article does not address the security threat posed by having 'master controls' that are able to access the digital infrastructure of an entire district, nor does it address concerns of privacy in any detail.
Punggol GRC was formed from the Punggol portions of Pasir Ris-Punggol GRC and Punggol West SMC, adhering to the logic of population growth used to justify these new boundary changes.
Jalan Besar GRC
Josephine Teo, Minister for Digital Development and Information, was recently caught in a controversy around the handling of National Registration Identity Card (NRIC) numbers by the Accounting and Corporate Regulatory Authority (ACRA). It was discovered that the Bizfile portal allowed users to look up the NRIC numbers of individuals for free, and gain information such as residential or contact addresses for a $33 fee.
In response to public outcry following this discovery, the Ministry for Digital Development and Information (MDDI) responded that there was "not much value" in masking NRIC numbers.

We also note that there were "FarCam" spy cameras placed in Jalan Besar by Elise on behalf of Mercury in order to stalk members of Hydra-22.
Jalan Besar GRC has remained unchanged.
Kebun Baru SMC
We note that Henry Kwek, current MP for Kebun Baru SMC, had attended Pink Dot – Singapore's Pride equivalent – in 2022, being the first MP to do so. Protect Singapore, a local anti-LGBT organization, has noted this on their website. Notably, one of the criteria for scoring MPs that the website uses is whether they have attended Pink Dot.
A part of the Lentor area from Yio Chu Kang SMC was absorbed by Kebun Baru SMC.
Bukit Panjang SMC
Bukit Panjang was hotly contested in the 2020 General Election.
It has remained unchanged for the 2025 General Election.
Hougang SMC
We note that some of the FarCams installed by Elise in order to spy on members of Hydra-22 were installed in Hougang.
Hougang SMC has remained unchanged.
Marymount SMC
We note that Ang Yong Guan, a member of the Progress Singapore Party (PSP) who ran against MP Gan Siow Huang in 2020, has been found guilty of "professional misconduct for departing from guidelines in prescribing various medications to a patient".
Marymount SMC remains unchanged.
Mountbatten SMC
We note that Lim Biow Chuan has consistently expressed anti-LGBT sentiments, and has met with the organizers of the Protect Singapore Town Hall. More details on this can be found at the Protect Singapore Scorecard website.
A polling district from Mountbatten SMC was absorbed into the newly formed Marine Parade-Braddell Heights GRC.
Yio Chu Kang SMC
We note that Mercury had enlisted Elise to bug the CCTV cameras in Far Horizon Gardens located in Yio Chu Kang.

The footage from the FarCams are recorded to a GDrive, and asynchronously replicated to the PAWN-II's internal HDD (added by Mercury as it was not originally provided with the PAWN-II.)
The footage from the Far Horizon Gardens CCTVs are more voluminous and recorded only to an on-site computer, so they can be accessed through the PAWN-II but none of the footage is actually stored on the PAWN-II.
A division from Lentor was transferred from Yio Chu Kang SMC to Kebun Baru SMC.
Bishan-Toa Payoh GRC
We note that Chee Hong Tat has succeeded S. Iswaran as Minister for Transport.
Bishan-Toa Payoh GRC has remained unchanged.
Remaining Constituencies
The other constituencies in the electoral map for the 2025 General Election are Queenstown SMC, Jurong Central SMC, Jalan Kayu SMC, Marsiling-Yew Tee GRC, Pasir Ris-Changi GRC, Pioneer SMC, Potong Pasir SMC, Radin Mas SMC, Sembawang West SMC and Tampines Changkat SMC.
New Maps, Old Problems
Why is it that so many of the changes being made to the electoral map happen to track to people who were involved these controversies? To what degree were these new boundaries drawn in order to further political interests?
We understand that there are multiple factions within the People's Action Party that are currently vying for dominance within the party. We also understand that these factions can largely be categorized into three groups: Factions whose interests are independent of the PAP and may benefit from a crisis in the PAP, factions whose interests depend on the PAP staying afloat, as well as a third 'neutral' group.
SimplyGo Directly to Jail
We understand that the Iswaran-Gate matter was deemed to be a 'regime-killer' by the PAP, as allowing every charge that Iswaran was served to be proceeded on would cause every faction within the PAP to become implicated, which could single-handedly sink the PAP itself.

Mercury: They can't proceed on those charges as that'll expose the connection to key players in the PAP government and their corruptions as well.
