Lune Files a CPIB Complaint Against Police Officer Roger Seah and a Police Report Against Internal Security Department (ISD) Hercules Team and ISD Handler Shawn

On 14/15 December 2023, Lune Loh posted a thread on X (formerly Twitter), stating that she had "recently filed a CPIB complaint against a member of the Singapore Police Force, one Inspector Roger Seah Ming Hui." The CPIB refers to the Corrupt Practices Investigation Bureau in Singapore.

Lune's thread also states that she had been "alerted to an Instagram account with the username "ohmyhangu", trying to impersonate [her] and incite violence under [her] name." Lune "filed a police report regarding this", in particular against "ISD Hercules Team", "Shawn" and "Mercury Jamie Alice" as her three main suspects. We understand that the Internal Security Department (ISD) has a team of seven officers assigned to deal with what the Singapore government refers to as Hydra-22 (a code-name for the named and un-named victims on this blog, and/or related persons), and that this team is known as the ISD Hercules Team. We also understand that Shawn has been Mercury's ISD handler since March 2021. In other words, Shawn is an ISD personnel who has been tasked to manage, instruct, contain and keep watch of Mercury.

1/ I have recently filed a CPIB complaint against a member of the Singapore Police Force, one Inspector Roger Seah Ming Hui. I have received information that he has been involved in corrupt practices, which includes collaborating with my abuser to fix vulnerable persons unfairly.

2/ Shown below are the full pages of my report. Included are 30 screenshots exchanged between Inspector Seah and my abuser Mercury Jamie Alice, dated 13th August 2021. Both of them were planning to discredit my friend Harvey by having Mercury making a false testimony against her.

3/ This so, in exchange for a non-custodial sentencing for Mercury's own charges they were liable to at that material time. The fact that this happened is unacceptable, and would undermine confidence in Singapore's public institutions. I urged CPIB to investigate this thoroughly.

4/ Two days ago, I was also alerted to an Instagram account with the username "ohmyhangu", trying to impersonate me and incite violence under my name. I have filed a police report regarding this. The Instagram account is obviously not me. My friends know this isn't how I type LOL

5/ ... and the font style used and the message literally doesn't make any sense either way. The only account I use has always been @omyhangu and I literally have no alts (my friends know this too). This is not the first time I have been impersonated. Please be discerning all!!

Transcript of Lune's CPIB Report Against Roger Seah Ming Hui

I am Lune Loh, and I use She/They pronouns. I am lodging this complaint with the Corrupt Practices Investigation Bureau (CPIB) against one Inspector Roger Seah Ming Hui. Inspector Roger Seah is an Investigation Officer from Bedok Police Division as of the material time between August 2021 to November 2021, in charge of investigating an anthrax hoax committed by one Mercury Jamie Alice on 9 August 2021. I wish to state the following on the record, and I can confirm that all of these are factually true to the best of my knowledge:

1. In early December, I received direct information from a source that I am not at liberty to reveal, which pertains to the above matter and discloses the corrupt conduct by Inspector Roger Seah Ming Hui, whom I am lodging this complaint against.
2. This information which I received comprises of 30 screenshots taken by Inspector Roger Seah Ming Hui himself, while operating a Telegram account under the pseudonym of “Inspector Ganesh” to avoid disclosing his involvement by accident.
3. These screenshots contain Telegram direct messages exchanged between Inspector Roger Seah and Mercury Jamie Alice dated 13 August 2021 from 4.40am to 8.19am.
4. For avoidance of doubt, the messages in blue are sent by Inspector Roger Seah under the name “Ganesh” while the messages in black are sent by Mercury Jamie Alice using Mercury’s primary Telegram messaging account which, at that material time, bore the display name “𝒯𝒽ℯ 𝒰𝓃𝒹𝓎𝒾𝓃ℊ 𝒟𝓇𝒶ℊℴ𝓃, ℳℯ𝓇𝒸𝓊𝓇𝓎 𝒥𝒶𝓂𝒾ℯ 𝒜𝓁𝒾𝒸ℯ” [The Undying Dragon, Mercury Jamie Alice] and the handle @hgalice, and which now bears the handle @hg_alice instead since 29 October 2023.
5. I have enclosed these 30 screenshots below for your reference:

I specifically wish to bring your attention to Inspector Roger Seah knowingly exerting undue influence on Mercury to induce and instruct Mercury to file a false police report against one Vickreman Harvey Chettiar, who I have been closely acquainted with since March 2021. I understand that Inspector Seah had deliberately come up with the false allegations he had instructed Mercury to include in this false police report, which bears the report number A/20210813/7007, with the malicious intention of discrediting Harvey.
7. Please refer to Exhibit 08, where Inspector Seah had informed Mercury at 5.43am that “Testifying against Vickreman will get you off jail, and delivering Messiah would get you the reinstatement of the partner protection deal (the previous arrangement against Adnan).” This message indicates that Inspector Seah had improperly offered to seek a non-custodial sentence for Mercury’s anthrax hoax offence in exchange for Mercury offering false testimony against Harvey per Inspector Seah’s instructions.
8. In Exhibit 02, Inspector Seah had specifically informed Mercury that he had “a team member in the AGC”, and I ask that this be investigated as the wording suggests undue influence by Inspector Seah not just on Mercury, but also on this person in the AGC.
9. I understand from my source that this “partner protection deal” refers to Inspector Seah having previously “told Mercury that his gang would provide protection to Mercury's partners against Adnan if the need arose, [and] strung Mercury along as unknown to Mercury, Adnan was actually incapacitated most of that period by being either in DRC or warded in IMH”. Given the alleged involvement of secret societies in this arrangement offered by Inspector Seah to Mercury, I ask that your office also refer this matter to the Singapore Police Force’s Secret Societies Branch (SSB) for them to investigate it.
10. Please refer to Exhibits 14, 24, and 25 for instances where Inspector Seah had knowingly given specific instructions to Mercury on what to include in the false police report against Harvey, including additional allegations which were beyond the scope of what Mercury had originally planned to include. Inspector Seah had specifically stated that these were “very necessary to bring down Vickreman”.
11. Inspector Seah had also specified in Exhibit 26 that it is “better to discredit [Harvey’s] allegations, otherwise [she’ll] still hide behind them”. I understand that these refer to Harvey bringing to attention that she had been raped and molested in the Institute of Mental Health in February 2014 while she was remanded there.
12. I further understand that Mercury had recounted this interaction with Inspector Seah in Telegram direct messages to one Elijah Tay, who I am also acquainted with, from 16 August 2021 to 20 August 2021. Please refer to these messages below:

13. In consequence of Elijah bringing these messages in Exhibits 31 to 33 to my attention, I would hence come to learn that the Investigation Officer in charge of Mercury’s anthrax hoax was one Inspector Roger Seah Ming Hui from Bedok Police Division.
14. I hence lodge this complaint to make a formal request that your office look into the matter and carry out any and all necessary investigations into any potential wrongdoing on the part of Inspector Seah. I wish to emphasize on record that a failure to properly investigate Inspector Seah’s alleged corrupt practices would cause a miscarriage of justice in regard to Harvey’s ongoing criminal case before the State Courts, in particular her MAC-910699-2021 criminal charge under Section 6(3) of the Protection from Harassment Act alleging that she had harassed Inspector Seah.
15. It is very clear from Inspector Seah’s use of corrupt practices towards Mercury that he has demonstrated a pattern of corrupt and coercive behavior which he had exhibited during his interactions with both Harvey and Mercury in relation to Mercury’s 9 August 2021 anthrax hoax, and both of his interactions are directly connected.
16. Inspector Seah’s initial interactions with Mercury had hence directly contributed to his subsequent interactions with Harvey on 7 and 8 October 2021, and these subsequent interactions with Harvey have a direct material bearing on Harvey’s current MAC-910699-2021 criminal charge.
17. Given the above, it would be improper for the Prosecution to proceed with any trial proceedings for this charge, without having thoroughly investigated Inspector Seah’s corrupt conduct, preferred the necessary charges against Inspector Seah for his corrupt conduct, and concluded the criminal proceedings against him for that matter.
18. I wish to further state that the false allegations which Inspector Seah had instructed Mercury to file against Harvey also pertain to Harvey’s current MCN-900647-2020 criminal charge, and that Inspector Seah’s pattern of corrupt and coercive behavior has a direct causation on Mercury providing false testimony against Harvey, which could be improperly used by the Prosecution in future proceedings on the matter.
19. Singapore’s continued survival depends on upholding the incorruptibility and integrity of our public service and confidence in our Rule of Law. This means that public officers who have acted corruptly have to be duly investigated, charged, prosecuted, and sentenced.
20. The conduct displayed by Inspector Seah in the messages he had exchanged with Mercury on 13 August 2021 is completely unacceptable in any of our public officers, and must not be tolerated in our law enforcement officials. There can be no room for anyone to get away with such malpractices without consequences, and allowing this to fester would be deeply prejudicial to Singapore’s national interests and well-being.
21. It is in Singapore’s interest that your office investigates the matter, that the Prosecution prefer the necessary charges against Inspector Seah. Failing to do so will severely undermine public confidence in the integrity of our institutions.

I look forward to your office duly commencing the necessary investigations, and ask that a full and thorough investigation into Inspector Roger Seah Ming Hui’s alleged corrupt practices be carried out. Thank you.

Transcript of Lune's Police Report Against ISD Handler Shawn

I, Loh Shen Lune, (NRIC: [REDACTED]), received an alert from a friend on 13th December 2023 at 11.33pm, regarding the appearance of an Instagram account with the username “@ohmyhangu”, and display name “Loh Shen Lucho”. The account’s profile picture is a selfie I took that is dated circa 2017. Likewise, the account posted a single Instagram story on an Instagram highlight titled “Call To Action”, depicting a photo of people holding signs, with the caption:

“Singapore Chinese are fucking fascists, as exemplified decades ago by the PAP MP Seng Han Thong, and now by President Tharman Shanmugaratnam, who has become a Chinese man in all but name and his physical appearance. [line break] Both the President Tharman @tharman.sg and the Law Minister K. Shanmugam ought to have their heads set on fire as was done to Seng Han Thong years back in 2009! [line break] I took an oath to protect my country, and I call on my fellow NSmen in both the Singapore Armed Forces and the SPF @singaporepoliceforce to fire these two heads to death! [line break] Mr President, where is your Respect For All when you’re unable to even respect your father, and are looking for a Chinese father in effect so you can be the Head of State?”

A screenshot of the Instagram story is attached in the supporting documents. I believe that the account was operated by my abuser Mercury Jamie Alice, under the direct instruction of an ISD personnel known as Shawn (HP: [REDACTED], Telegram handle: @[REDACTED]). I am reporting an offence committed under Section 211 of the Penal Code, by Shawn and/or other persons in an ISD “Hercules Team” instructing Mercury to act as an accessory in publishing an Instagram story under the false pretense of being me, so as to either cause me to be falsely charged with an offence under Section 5(1)(a)(ii) of the Protection from Harassment Act, for allegedly inciting violence against President Tharman Shamugaratnam and Minister K. Shanmugam, or to encourage me to falsely name my friend Vickreman Harvey Chettiar as the culprit behind the Instagram story, so as to cause her to be falsely charged for the offence instead. Screenshots pertaining to this are also provided in supporting documents.

This is not the first time I have made a report regarding being impersonated by Mercury. Previously, Mercury used the Telegram handles “@lunelotion” and “@omyhongu” to impersonate me. Do refer to report A/20220713/2013 for more details. The fact that an ISD personnel named Shawn along with an entire team is instructing my abuser to get me implicated and arrested is upsetting and I do not feel safe. My friends know that the Instagram account is not me. My Instagram handle has always been @omyhangu, not @ohmyhangu, and I do not have alternative Instagram accounts. They also know that this is not the way I style or type in my stories. They also know I have been impersonated before by Mercury. I hope this is thoroughly investigated.
